Job Overview/Purpose:The Manager Frameworks, Operational Risk is part of the 2nd Line Operational Risk Management team, reporting to the Senior Manager Operational Risk. This role provides subject matter expertise and 2nd Line oversight and challenge over the 1st Line Frameworks that support the Operational Risk Management Framework for Rabobank in Australia. These include but are not limited to:
•Business Continuity Management;
•Vendor Management; and
•Data Management; and
The role is responsible for ensuring that the relevant 1st Line Frameworks are aligned with the relevant Group Policies/Standards as well as the APRA and/or RBNZ Prudential Standards. Initially the role will focus on the establishment of an appropriate 2nd Line oversight and challenge over Project Management before extending to cover other 1st Line Frameworks.
The role requires the job holder to maintain an active awareness of industry trends, best practice and regulatory developments and to work with the 1st Line to enhance the supporting 1st Line Frameworks.
The role is responsible for assisting in the implementation and operation of the RANZG Operational Risk Framework and related Risk Policies in line with the RANZG Group/WRR and local regulatory requirements.
The role is responsible for supporting the development and implementation of all required Operational Risk policies and procedures so as to ensure that RANZG’s operational risk framework meets the needs of the bank and the local regulatory requirements. Most of these policies are applied across the AU/NZ region and approved at an ORMC or RANZG Board level.
This role works across all levels of Rabobank Australia to support the broader operational risk team in building a robust risk aware culture for Rabobank Australia.
Key Responsibilities and Accountabilities: Providing oversight and challenge over the implementation of the 1st Line Operational Risk Frameworks in Rabobank.
Monitoring relevant Group Policies/Standards and related APRA/RBNZ Prudential Standards for potential changes.
Undertaking reviews of 1st Line Frameworks against Group Policies/Standards and relevant Prudential Standards.
Assisting in establishing the role of Operational Risk in, and establishing appropriate oversight/2nd Line monitoring of, 1st Line Frameworks.
Providing advice and recommendations for improvements towards best practice in 1st Line Frameworks.
Identifying Findings & Actions required to bring 1st Line Frameworks into line with required Group Policies/Standards and relevant Prudential Standards.
Providing oversight and monitoring of management’s response to Findings & Actions across Rabobank (ie 1st Line findings, 2nd line findings and IA findings) and ensuring that the 1st Line is taking appropriate steps towards resolution.
Assisting in the development of all operational risk policies, procedures and tools for RANZG and insuring that these address any specific local Rabobank requirements.
Maintaining an active awareness of industry trends, best practice and regulatory developments.
Assisting in the completion of relevant/required 2nd Line reports to Boards, Committees, Group, Management and Business Units as required.
Assisting in the management of all relevant risk management training and development activities, promoting risk awareness and active risk management.
Supporting (and where required assisting with) 2nd Line Control testing/monitoring.

Job Skills and Knowledge:Essential:
An understanding of Operational Risk Management within the financial services industry and related regulatory standards (Basel II and APRA Prudential Standards).
An understanding of banking and finance operations.
A knowledge of causes, influences and drivers of operational risk.
Knowledge of retail and/or wholesale banking.
Experience with operational risk systems (e.g. Openpages, Archer, etc.).
Knowledge of BCM, VM, IT Risk, Data Risk, Project Management.
Bachelor's Degree or International Equivalent, preferably in Finance, Business or Economics.
A minimum of 5 years related experience in financial services industry with focus on controls, auditing, operational risk or process engineering.
Graduate Education with preference for MBA/CA or similar post graduate knowledge.
